Precautions for working of trains during storm and strong wind S.R.2-11-01

  1. when the warning message forecasting cyclone, storm or strong wind has been received from the meteorological department and / or there is a reasonable doubt that servere storm is going to break-out endangering the safety of passenger, trains etc. the station master shall, in consultation with the Guard and the Driver of the train, detain the train and also refuse to grant line clear to a train coming to his station until storm abates and he considers movements of trains safe.
  2. Should train be caught on the run in cyclone, storm or strong wind of an intensity which, in the opinion of the Driver, is likely to endanger the safety of train, he shall immediately control the speed of his train and bring it to a stop at the first convenient place taking care as far as possible to avoid stoppage of the train at places like sharp curves, high embankment and bridges [including approaches thereof]. In controlling the speed and bringing the train to a halt, the Driver shall stop his train carefully and without a jerk. He shall restart the train in consultation with the Guard only after the cyclone, storm or strong wind abates and it is considered safe to proceed.
  3. The Guard and the Driver of the train in co-operation with the railway staff traveling in the train try to see that doors and windows of the coaches are kept open by passengers to allow free passage of the wind through the coaches.
Latest Instructions for switching ON OFF flasher light
  • All locomotives, EMU, DMU, MEMUs and other propelled vehicles should not be turned out from the shed maintenance depots if the “Flasher Lights” are in defective condition. If the same is found non-functional at any stage of working, the locomotive, EMU, DMUs, MEMUs and other self propelled vehicles should be treated as ”failed”.
  • During the course of his run in all cases stipulated, driver should immediately switch ON the flasher light as indicated at para below. The cases where flasher light is to be switched ON are:
    • Sudden jerk with and or drop in pressure or vacuum or vacuum of the train.
    • Sudden increase in air flow indicator reading.
    • Train parting / derailment of the train.
    • Any situation warranting protection of adjoining track.
  • In all cases enumerated in para [i] to [iv] above, the train crew should assume that some portion of his train has derailed and should immediately switch ”ON” the “flasher light” to warn the driving crews should switch off the headlights the operation of the flasher lights may be suspended only after the crew have verified physically the flasher light should take immediate action to stop the train even with emergency application of breaks if necessary to stop short of flasher location and should only restart after the physical verification of the infringement.

Duties of driver when he notices any track defect during run

  • In the event of a Driver noticing his engine riding unsteadily over any portion or portions of the track, he must note down the location and kilometreage accurately and suitably regulate the speed of his train. He should ordinarily stop at next stopping station or in cases where in his opinion the condition of track is liable to endanger the following trains he must stop at next station and make a written report to the Station Master indicating the maximum speed at which, in his opinion, trains may be allowed to pass over the affected localities.
  • Due to time lag between arrival of the train and reporting the matter to the Station Master, occasion may aries where after closing the line, line clear may be granted to a following train without issue of the caution order and the train may enter the block section and come to grief, To Guard against such an eventuality the Driver on a single line worked on token instruments or “The Train staff and Ticket System” will not hand over the “token” or “staff” to the Station Master until he has advised the Station Master in writing about the bad spot on the track and obtained his acknowledgement. On a single line section worked on paper line clear system or tokenless system and also on double line section, the Driver in such cases, must stop his train in the block section opposite the cabin if situated close to the facing point, the Driver shall stop at a point within the rear block section and draw his train out of the rear block section only after advising the Station Master according to the procedure stated earlier.

3. The Station Master on receiving this information must repeat it immediately to the station master at the order end of the affected block section as well as to the section controller, the permanent way inspector, the Divisional Operating Manager, and the Divisional Railway Manager of the Division on which the home shed is situated if the engine belongs to another Division. The Station Master receiving the report must immediately arrange the issue of caution order under G.R. 4.09 [1] and appendix ‘A’ to the general and subsidiary rule book.
The speed restriction of 15 kms. per hour or such less speed as may have been recommended by the Driver, should be enforced only for the affected kilometreage unless the driver is unable to give the kiometreage in which case the restriction should be introduced for the entire block section. On double line caution order should be issued for both Up and Down lines.
The speed restriction imposed in the caution order shall apply to the whole of the block section on which the driver reported that servere hunting, lurching, swaying or rough ridings has been notices by him.

Rules related to working of trains on Ghat Sections

(A)    Ghat Sections Over Moradabad Division :
            According to SRG 2(a) (iv) of G&SR book 1983 Ghat sections on Moradabad Division are:
              1. Haridwar-Dehradun                               ( Rulling gradient – 1 in 75 ).
              2. Raiwala-Rishikesh                                ( Rulling gradient – 1 in 75 ).
              3.Najibabad-Kotdwar                                ( Rulling gradient – 1 in 100 ).
(B) Up Trains outside outer signal are not permitted to be brought to a stop at the following stations on Haridwar –Dehradun ghat sections due to heavy rising gradient at outer signal.
               1. Motichur
               2. Doiwala
               3.Harrawala
               4.Dehradun
(C) Admission of trains at Motichur, Doiwala & Harrawala Stations: When two trains are approaching from opposite directions the UP train shall not be detained outside outer signal due to heavy rising gradient at outer signal.              

(D) Slip Sidings:

  1. Slip sidings ar e provided at motichur, Doiwala, Harrawala, Dehradun and Kotdwar stations between Down Starter and UP Home signals. The slip siding points are spring points which normally remain set for the slip siding. The points of the slip siding must remain set and locked for the slip siding expect when a train has to be dispatched. For receiving an UP train the points need to be unlocked for only and will be set automatically by the passage of the wheels of the train.
  2. when an UP train has to be received the points shall be set unlocked until a clear line has been set and locked for reception of the train.
  3. when a Down train has to be dispatched, slip siding points shall be set and locked after the line clear has been obtained and all over points for the line which the train is to go have been set and the facing points locked.
    (E) Catch Sidings:    A Catch siding has been provided at Doiwala station which lies between the Down Home signl and the first facing points.
  1. The points of the catch siding must remain set and locked for the catch siding expect when a train has to be received or dispatched.
  2. when a train is to be from Harrawala, the catch siding points shall not be set for the main/loop line unless the train has been brought to a dead stop at first stop signal and driver whistles expect when the following conditions are fulfilled.
  3. The line on which the train is to be received is clear and the train is to be main line.
  4. The points leading to the catch siding as well as the points required for the run through trains are set for the main line immediately after granting line clear to the block station in rear.
  5. The line clear has been obtained from the block station ahead.

    In case of an outgoing train the catch siding point not be set for main line unless line clear has been received from the station in advance. The points must be reset for the catch siding and locked as soon as the last vechicle of the train has cleared the points.

Safety Precautions and Essential Instructions for Running Electrical, C& W and operating working in A.C. Traction Area

For All Staff:-

  1. In case of fire on electric equipment of wires:-
    1. Inform traction power Controller.
    2.  Extinguish fire by special extinguishers, if available.
    3. Ensure no water jet is directed at the fire under any circumstances.
  2. Anything unusual traction wires or electric locomotive- Inform Traction Power Controller from nearest Station master.
  3. In any emergency- speak to Tranction Power Controller on emergency telephone system Sockets or connecting emergency telephone are provided at about a kilometer and the direction to the nearest sockets in indicated OHE-masts.

Standardization of operating forms on Indian railways

DON’T(S)

  1. DO NOT approach within 2 meters(approximately 7 feet) of any traction wires or live equipment.
  2. DO NOT work on to near traction wires or any live equipment unless they are made daed, earthed and shutdown permit to work obtained.
  3. DO NOT permit unauthorized persons to operate any equipment even if it be making it dead.
  4. DO NOT disturb any earthing or banding or traction wires.
  5. DO NOT enter any switching station or remote control centre unless specially permitted.
  6. DO NOT touch a person in contract with live traction wires remove body only after power supply is switched earthed.
  7. DO NOT forget to give artifical respiration to victim.
  8. DO NOT touch any wire hanging from the mast or fallen on the ground and do not allow any one else to Touch it.

For Running Staff

 DON’T(S)

  1. Avoid slipping of wheels of rolling stock.
  2. Load coal or oil locos the electrified zone only.
  3. keep at a safe distance of 2 meters (7feet) from traction wires while working on locomotive.

 DON’T(S)

  1. DO NOT lift or raise your tools towards traction wires ,(keep the tools is their respective position immediately after use.
  2. DO NOT Load coal on the engine tender to a height more than 4.00 meters above rail level.
  3. DO NOT take electric locomotive with raised pantograph to any unwire line power block working limit or near the section insulator at the end of section under power block.
  4. DO NOT climb on theengine tender for any purpose while under traction wires unless power is switched off and “PERMIT TO WORK” obtained. ( For watering use the water column from the ground with the special device provide and open the tank cover by special device provided).
  5. DO NOT Allow articles like firing rod, shovel or any other thing to above the while on electrified tracks.
  6. DO NOT place a steam locomotive with chimney directly opposite a traction raust or under insulator  or under bridge.
  7. DO NOT direct any jet or spray towards the wires jets of water, if necessary may be used horizontally outside safety zone of 2 meters (7 feet).
  8. DO NOT put the Drivers vacuum brake handle quick release position when the traction is running.

Station Master

DO

  1. Ensure all staff conversant with safety precautions.
  2. Report defects in traction wires or any electric locomotives promptly to the traction power controller.
  3. Keep sufficient number of  “caution Lever Collars” and ensure staff  understand their use.
  4. Ensure fitting of  “caution Lever Collars” to the points and signal levers which give access to section under power block.
  5. Observe procedure given in station working rules while operating isolater switches.
  6. Ensure safe custody of isolater switch keys.
  7. Ensure that traction power staff protect section from all direction by banner flags during power block.
  8. Suspend working of block and signals if unusual working are noticed always check up block instruments and signaling equipments when any break down in traction wires occurs.
  9. Instruct your lampman to see that while he goes up the signal post he does not carry any icon rod article likely to be brought with in danger Zone of 2 meters ( approximately 7 feet) of the traction wires.
  10. Please ensure that the doors of all wagons on the train are closed.

DON’T(S)

  1. DO NOT permit an electric locomotive or multiple unit with raised pantograph to approach any section under power block beyond “Power Block Working Limit” Boards or near section insulators.
  2. DO NOT permit your staff to work adjacent to live traction wires.
  3. DO NOT permit your staff to approach live traction wires within the danger zone of 2 meters (approximately 7 feet).
  4. DO NOT permit electric locomotive with raised pantograph to enter unwired section.
  5. DO NOT  take of signal for direct reception for any electric for any engine or train if there is a power block within the adequate distance of the signals.

For Carrige Staff:-

DO(S)

  1. watering of carriage should be done at watering sections as per special rules.
  2. Ensure that no staff is working on roofs of carriages and all the watering staff has assembled as the place marked for watering gang before returning the key of Lineman.

DON’T(S)

  1. DO NOT climb on the roofs of the carriages or wagons when located beneath overhead wires unless the power is switched off and “permit to work” or watering badge is obtained as rules.
  2. DO NOT go beyond the “Watering limit boards” of the watering section.
  3. DO NOT open the hydrant till the other end of the hosepipe has been inserted in the cover head tanks of the carriages. Similarly do not withdraw the hosepipe from the tank till the hydrant has been closed.
  4. DO NOT  direct any jet or spout of water towards any traction wire or traction bracket supporting overhead equipment.

For Permanent Staff:-

DO(S)

  1. Maintain the correct level of height gauges at level crossing.
  2. Provide rail jumper connections wherever a fish plate is to be removed or rails are to be removed(specially on track on wooden sleepers).
  3. Ensure that insulated point on your tools in intact.

DON’T(S)

  1. DO NOT continue working till last minute in the face of an approaching Electric Trains, clear the line clear.
  2. DO NOT use steel measuring lapse or long metallic wires.
  3. DO NOT dumb ballast, earth or ashes against the foundations of masts and keep the top the muffing clear.
  4. DO NOT raise the track  above the high rail level marks specially under over the line structure on.
  5. DO NOT darnage the traction bonds whether from mast to the rail or those along with across  the track.
  1. Action to be taken by the railways staff on board passenger train in case of fire
    1. The Driver and the  Guard of the Train will be constantly on the look out for unusual feacture during the run of the train. If any flame or smoke is visible from any of the carriage. The train should immediately be stopped.
    2.  In case of fire is on account of short circuit etc. the Guard of the train will put off the main switch and disconnect electrical supply from batteries by using the piler to prevent further spread of fire.
    3. The carriage affected by the fire should immediately be got vacated. The passengers should be told leave the carriage by the nearest door. They should also be advised not to carry any heavy luggage, which may block the passage.
    4.  After the passenger have vacated the carriage, the same should be isolated from the rest of train to prevent other carriages from catching the fire, adopting normal course of action for isolation of the coaches. Simultaneously, efforts should be made to control and extinguish fire by means of fire by means of fire extinguishers available with Guard in brake van/diesel or electric engine /AC coaches, generator cars and pantry cars, except on ghat section affected coach must be detached in either side and distance 46 meters in either side should be kept for the safety of other coaches.
    5. In case of vestibule connected trains, the TTEs/Coach Attendants are advised to ensure that the connected to safely from affected coaches.

       UNAUTHORISED TRAVEL-TRAVELLING ON ROOFS-PREVENTION THERE OF

  1. When traveling over roofs takes place during Mela’s etc. and a fixed overhead structure as given in the working time table to be passed by a train on the roofs of which passenger are perched, the train should not be started from the station in rear of fixed structure efforts to persuade or force the passengers to come down fail.
  2. In case it is extremely difficult to deal unruly mob of travelers on roof despite employment of all method train should stop short of the said overhead fixed structure then give warning whistle and there after proceed at a dead slow speed resume normal speed only after the whole of train has cleared fixed structure.
  3. When a train has to enter from non-electrified section the Guard of  the train and ASM of last stopping station should ensure that no passenger is traveling on roof of the carriages. Through frequent announcements and with help of ticket checking staff, R.P.F. and GRP, passenger traveling on roof top should be detrained.
  4. Passengers are detected traveling on the roof, the train should stop short of sign where after the train has to enter electrified section. The train must not move ahead until the roof come down.
